Looking at some of the replays, I really do believe that Sasha Minor is making a serious and significant effort not to commit any more lazy stick penalties. Unfortunately, the "preponderance of evidence" rule that exists in the real-world justice system doesn't seem to exist on the ice, and poor Sasha now seems to be getting a lot of calls which--if the zebras were honest, would sound like this: "Number 28 Washington: 2 minutes for being that guy who gets all the PIM's"
