He won’t be 20 years old until 2014, which he will then become an unrestricted free agent if not drafted. Good chance he gets drafted next year if he continues to improve. Most mock drafts had him going in Round 4 or 5.

Caps can sign him because he didn’t play in Europe last year (Section 8.9 of the CBA). However, they can’t sign Nathan Walker, who is also invited to Development Camp because he did play in Europe last year and this was the first draft he was eligible for.
