<p>Norwegian forward <strong>Andreas Martinsen</strong> is set to participate in the Capitals Development Camp, according to <a class="vt-p" href="http://www.lillehammerhockey.no/index.php/senior/content/view/full/1566">the official site of Lillehammer, his former team</a>.</p>

<p>Martinsen, 22, who recorded 17 goals and 43 points in 45 regular season games in Norwegian GET-Ligaen <a class="vt-p" href="http://www.deg-eishockey.de/news.html#news9">has recently signed a deal</a> with Dusseldorfer EG of German Hockey League (DEL).</p>
<p>Martinsen spent the majority of his career with Lillehammer, though he had a short stint with Filip Forsberg&#8217;s home team, Leksand, during the 09-10 season. As a 19-year-old, native of Baerum, Norway, he played in 22 games in Allsvenskan, the second tier of the Swedish league, scoring three goals and five points.</p>
<p>Martinsen is a true power forward who can do the dirty work, crash the crease and drop the gloves, which resulted in 467 PIM in 188 games in his career in GET-Ligaen. He has already played in three World Championships with the Norwegian national team. In 18 games he had one goal and three points, all of which came in the last tournament.</p>
<p>Despite playing in Europe last season, Martinsen can sign with any NHL team. The Section 8.9 of the <a class="vt-p" href="http://www.nhl.com/cba/2005-CBA.pdf">CBA</a> doesn&#8217;t apply to him as Martinsen (born June 13, 1990) turned 22 before the last NHL draft:</p>
<blockquote><p><em><strong>8.9 Eligibility for Play in the League.</strong> </em></p>
<p>No Player shall be eligible for play in the League unless he:<br />
[...]<br />
(b) had been eligible for claim in the last Entry Draft, but was unclaimed, and:<br />
[...]<br />
(iii) had played hockey outside of North America in the prior season and was age 22 or older at the time of the last Entry Draft and signed an SPC which was signed and registered with the League between the conclusion of the Entry Draft and the commencement of the next NHL Season.</p></blockquote>
<p>He will not be the only Norwegian to attend the Capitals Development Camp as the Caps &#8217;11 draftee, Steffen Soberg, is <a class="vt-p" href="http://www.russianmachineneverbreaks.com/2012/07/03/heres-your-development-camp-schedule-and-roster/">also set to participate</a>.</p>
